The COTC (Clinical Officers Training College) is now 51 years old. It is one of a few colleges offering upgrading course for Clinical Assistants to Clinical Officers. It is up to date under the Ministry of Health in the Training Department. However the buildings and the administrative authority is under the Northern East Diocese (NED) of the Evangelical Lutheran Church in Tanzania (ELCT).

Up to late November 2002 the college had a separate leadership under the principle of the college, whereas the hospital was under the doctor in-charge. Following the leadership transformation made by ELCT-NED the college is now under the Director of the hospital (whose responsibilities include those of the Principle and the Doctor in-charge). Next to the Director is the Academic Offer.

The college?s major problem is like that of the hospital, namely staffs shortage. Currently the college has 5 lecturers, of them 2 are seconded by the Ministry of Health specifically for the college as full time lecturers, and of the two one is doing his 2 years AMO course at Bombo hospital in Tanga. The Ministry of Health but specifically for the hospital also seconded another 2, and one is purely a hospital employee. From this description one can easily see the terrible staff shortage the college is facing.

The college has a total of 76 students, 35 being first years and 41 second years. Gender wise 23 students are ladies and 53 gents.

Final exams for the second years were conducted between 8th and 13th of July 2002. All the written papers were in Bumbuli hospital, and because of a low patients number some clinical exams were conducted at Lushoto District Hospital.

Except for an old undated electricity bill debt of about five million Tanzanian shillings the college has by and large been able to carry out all its financial requirements. This was possible because the Government and the students were responsible.

Around the end of September the college lost one of her beloved second year student when she was at her home in Korogwe during holidays.
